Administration & Business Centre for Dholera. The brain of India's first smart city, delivering single-window governance and integrated command operations.
Constructed by Cube Construction Engineering and fully operational as of early 2026, the ABCD Building (Administration & Business Centre for Dholera) is the sentient brain of India's first Greenfield Smart City.
Spanning a massive built-up area of over 36,000 square meters, this LEED Gold-certified masterpiece is strategically located in the high-value Knowledge & IT Zone (TP2 West). It is not merely a government office; it is a technological fortress that seamlessly integrates city governance, real-time analytics, and investment facilitation into a single, unified digital organism.
The City Integrated Operations Center (CIOC) within the ABCD building is a 5G-ready operational war room. It acts as the "City OS," where incoming data from thousands of IoT sensors, smart streetlights, and SCADA-enabled utility ducts are processed in real-time. This allows for instant response to traffic surges, water leakage detection, and energy load balancing across the Dholera Activation Area.
The CIOC is engineered to operate on a Digital Twin framework. Every physical asset in Dholera—from the 4,000m airport runway to the individual plot utility connections—has a digital counterpart in the CIOC’s data lake. This ensures that Dholera is not just built for the 21st century, but evolves alongside it using machine learning algorithms.
One of the most significant hurdles in global industrial expansion is bureaucratic latency. The ABCD Building eliminates this via its physical and digital Single Window System. Investors can obtain building plan approvals, utility connections (Power, Water, ICT), and environmental clearances through an aggregated portal physically hosted at the center.
This system reduces the time-to-market for industries like Tata Electronics and other semiconductor fabs by over 60%. The building houses the Dholera Industrial City Development Limited (DICDL) offices, where regional development authorities provide face-to-face consultation and rapid-track approvals for large-scale land allotments.
The ABCD building itself is a living demo of Dholera’s sustainability goals. Targeted for LEED Gold status, it utilizes **Passive Cooling Technologies** that reduce energy dependency for air conditioning by 35%. The building's orientation mimics the surrounding ecosystem to maximize natural light ventilation while shielding its core from the intense Gujarat sun.
100% STP treated greywater reuse for landscaping.
Integrated solar panels within the building facade.
Interactive projection mapping on the physical master plan model enables real-time zoning visualization.
Upon entering the grand atrium, visitors encounter the Experience Zone. This is where the sheer scale of the 920 Sq. Km project becomes tangible. A massive, high-fidelity physical scale model of the SIR allows investors to walk through the future TP schemes.
Coupled with Virtual Reality (VR) headsets, investors can take a "Flight over Dholera," witnessing the status of the 6-lane Ahmedabad-Dholera expressway and the Code 4E runway from a 360-degree perspective. This transparency is key to Pranth Developers' philosophy of "Proof over Promises."

Total Built-up Area
Sprawling campus designed for future expansion, including a 500-seater world-class auditorium.
Digital Backbone
Housing the city's private cloud infrastructure with 99.99% uptime for smart utility management.
Utility Integration
Direct fiber integration with underground utility ducts for real-time sensor reporting city-wide.
The ABCD Building is the nerve center for the 22.5 Sq. Km Activation Area. This region, also known as the Phase 1 implementation, is where the majority of the $1 Billion+ central government grant has been deployed for infrastructure.
Located within TP2 (Town Planning Scheme 2), the Activation Area houses the key industrial anchors like Tata Electronics and the Semicon City. The proximity of the ABCD Building to these high-value zones ensures that the DICDL (Dholera Industrial City Development Ltd) can provide hands-on governance and tactical support to its largest stakeholders.
The building serves as the administrative bridge between the Government of India, the Government of Gujarat, and global industrial conglomerates.
